Programming and Design for New Chelmsford Fire Department Headquarters

Weston & Sampson, in association with HKT Architects, was selected to program and design a new Fire Department headquarters for the Town of Chelmsford. The project included documenting existing conditions and deficiencies, identifying the current and future space needs for the department, conducting a site selection analysis, preparing building and site concepts for renovation and new construction options, and preparing cost estimates. Work also included assisting the Town with preparing informational material to assist in educating the community about the project.

The Fire Department headquarters programming included administrative space, operations support space, firefighter welfare areas, equipment storage areas, and apparatus bays.  Based on the results of the feasibility study, the Town obtained approval to proceed with the design of a new 16,000-square-foot Fire Department headquarters with an additional 3,200 square feet of renovated space in the attached Town Office Building to support administrative functions.

The Weston & Sampson team completed design documents for public bidding, provided bid phase support services, and provided construction administration services. These services included:

  • Programming
  • Subsurface investigation
  • Environmental assessments
  • Stormwater design and permitting
  • Site development
  • Landscape architecture
  • Industrial equipment
  • Foundation and superstructure design
  • Cost estimates
  • General construction administration including shop drawing review, review of requests for information, review of payment requisitions, attend and manage weekly construction meetings, conduct periodic observations, review and report on independent testing reports, evaluate potential change orders, and review schedules
