Turnkey Development Advisory Services to the BWSC for Commercial Scale Solar Facility
Weston & Sampson provided turnkey development advisory services to the Boston Water and Sewer Commission (BWSC) for their first commercial scale solar facility, located at their headquarters facility in Boston. The 242 kW roof mounted system was installed on the roof of their fleet maintenance garage, and is one of the first municipally-owned project to qualify for the State’s new Solar Renewable Energy Credit program.
As development advisors and technical consultants, Weston & Sampson provided a wide range of services from project procurement through commissioning. Our initial services included assisting BWSC with the development of a Request for Proposals (RFP) for the project, including the development of appropriate technical and performance requirements for the project, and qualifications requirements for the installation contractor. Weston & Sampson then assisted with the solicitation of the project, including providing supplemental information to bidders, reviewing proposals, and recommending an award to the selected installation contractor.
Subsequent to award of the installation contract, Weston & Sampson provided technical input and review of all technical submittals including the PV system layout and equipment, roof structural analysis, and interconnection design. To resolve a complicated electrical interconnection issue, Weston & Sampson provided electrical engineering support to develop a recommendation for changes to the facility’s electrical infrastructure and protective devices allowing the project to advance on schedule.
Weston & Sampson provided construction contract oversight during final design, construction, and commissioning phases. The system was recently commissioned and will provide clean, sustainable electricity to the BWSC for the next 20+ years.
