Engineering oversight for environmentally sensitive landfill closure

Weston & Sampson provided construction observation and administration services for the capping of two former industrial waste landfills in Westborough, Massachusetts, supporting the remediation of an approximately eight‑acre site adjacent to the Great Cedar Swamp.

Engaged by de maximis, inc., the project was completed under Massachusetts Department of Environmental Protection and local Conservation Commission oversight.

Working closely with the project team, Weston & Sampson oversaw excavation, regrading, and installation of a geosynthetic landfill cap, along with asbestos abatement, demolition activities, and new stormwater infrastructure. Serving as Engineer of Record, the firm provided daily construction monitoring, materials review, and construction certification to verify conformance with approved plans and permits.

During construction, Weston & Sampson also provided Licensed Site Professional services in response to an unanticipated petroleum release, coordinating regulatory approvals and implementing on‑site response actions that supported site closure while avoiding off‑site disposal. The $3.5 million project is substantially complete and advancing toward final regulatory closure.
