Permitting & Procurement for Transmission Pipeline Expansion

Weston & Sampson provided design, permitting, construction administration, and inspection services for a 7.3-mile, 6-inch steel natural gas transmission pipeline extension in Lenoir County, North Carolina.

The project included a 3,400 LF horizontal directional drill (HDD) crossing of the Neuse River and five NCDOT-permitted HDD crossings. Our team conducted geotechnical borings, performed HDD calculations, and secured permits from USACE and NCDOT. Route alternatives were analyzed to ensure a cost-effective and efficient alignment. Our team developed NCDOT Encroachment Plans, Erosion and Sedimentation Control Plans, Final Construction Plans, and bid documents, and assisted with contractor selection. Throughout, we coordinated closely with the County’s Economic Development Director and CDBG Project Administrator. Upon project completion, we used GPS and geophysical equipment to document the pipeline’s location and delivered a CADD-based as-built alignment to the County and Piedmont Natural Gas.
