Merchant Liquefied Natural Gas Facility

Northeast Energy Center LLC (NEC) selected Weston & Sampson as the Owner’s Engineer and Project Manager for a proposed liquefied natural gas (LNG) production, storage, and distribution facility in Charlton, Massachusetts.

Our team provided technical and project management expertise for the siting, preliminary engineering, and permitting of the project including assisting them with contract negotiations with the engineering, procurement, and construction (EPC) contractor and technology vendor. We also evaluated multiple interconnection points and pipeline lateral routes off the Tennessee Gas Pipeline (TGP) system to provide feed gas to the facility. For the permitting of the project, we prepared the technical sections of the Massachusetts Energy Facility Siting Board (EFSB) petition document and are coordinating permitting activities with the project’s environmental consultant and state agencies. We are continuing to provide technical and project management support through the approval process with the EFSB and other state agencies along with negotiations with the EPC contractor and technology vendor.
