BPDA East Boston Waterfront
Weston & Sampson developed flood protection design options for the East Boston waterfront that address near-term flood risks while maintaining access and supporting coastal habitat.
The East Boston waterfront has undergone rapid transformation due to recent development and increased flooding. In 2017, Climate Ready Boston identified Carlton Wharf and Lewis Mall as near-term flood pathways. Weston & Sampson was selected to develop flood protection design options while maintaining waterfront access and enhancing coastal habitat.
Though close together, the two sites present different challenges and represent varying coastal conditions in Boston. Both are low-lying historic fill areas that routinely flood during storms. We developed schematic design scenarios based on existing conditions, community engagement, and resilience analysis. Urban heat solutions included tree plantings, raingardens, and bioretention for stormwater management. Each scenario addressed a design flood elevation of 22.5 feet.
The project demonstrates practical, replicable solutions that meet resiliency goals, improve waterfront access, and can advance through design, permitting, and construction. Our work supports the long-term accessibility and function of the East Boston waterfront for the community.
