Comprehensive Master Plan

A new comprehensive master plan to guide Westfield’s future through an updated vision, public engagement, and actionable goals.

The City of Westfield, a small city in the Pioneer Valley of western Massachusetts, is composed of varying landscapes with a centrally located downtown and a more rural northwest side.

With a state university within its boundaries and a significant manufacturing industry, Westfield has a lot to offer in the way of economic opportunities and quality of life for residents. The city has a rich agricultural and industrial history that has influenced present-day development patterns.
The city selected Weston & Sampson to develop a comprehensive master plan for the community.

The city’s most recent previous master planning effort was undertaken in 1962. This new plan was needed to reflect current information and a renewed vision statement for the community. The process was led by the city’s Master Plan Committee, composed of 12 citizens appointed by the mayor; two planning board members; a city councilor; and a Westfield State University representative.

This plan gives Westfield the tools to comprehend and prepare for their future by developing an overall vision statement and the necessary goals, policies, and actions to implement it. A significant public outreach effort supported the development of this Master Plan. This included a public survey, the development of promotional materials, a visioning workshop, and a workshop for public approval of the draft plan.
