Site Capping & Stack Demolition for Decommissioned Power Plant

Weston & Sampson was selected by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) to provide permitting, engineering design, and construction monitoring services for remediation of the former Power Plant site at the Monson Developmental Center state hospital.

The project involved excavating and relocating 10,000 cubic yards of coal ash, capping a 4-acre landfill, and removing buried drums, oil tanks, and petroleum-impacted soils. Two 100,000-gallon underground storage tanks (USTs) were cleaned out, and their pumphouse, contaminated with PCBs, was demolished and disposed of properly. Dewatered tank flows were treated onsite, and fill material was screened for reuse. Oil-stained concrete was removed from UST interiors using a mini-excavator. Due to safety concerns, the unstable 160-foot chimney was partially hand-demolished, then completed with an ultra-reach excavator. Weston & Sampson provided full-time oversight, asbestos inspection, and LSP services, coordinating with MassDEP during IRA and LRA activities for this $2.3M project.
