Ryan Park Site Assessment & Remediation

Weston & Sampson provided environmental assessment and remediation services for the redevelopment of Ryan Park and Soundview Landing in South Norwalk, Connecticut.

At Ryan Park, Phases I–III Environmental Site Assessments identified PCBs, VOCs, and other contaminants above regulatory thresholds, requiring park closure and cleanup. Over 10,000 tons of impacted soil were removed and replaced with a clean cap. During remediation, three undocumented underground storage tanks were discovered and removed in accordance with state and federal regulations.

At the adjacent Soundview Landing site, formerly the Washington Village public housing complex, Weston & Sampson managed phased environmental remediation, including soil removal, NAPL recovery, and groundwater monitoring. The work was completed under Connecticut’s Voluntary Remediation Program and in compliance with the state’s Remediation Standard Regulations.

Both sites were located in a flood-prone Environmental Justice community. Weston & Sampson’s work helped enable the elevation of surrounding infrastructure and development of climate-resilient, mixed-use space. Ryan Park reopened with updated recreational amenities, and Soundview Landing now includes 273 mixed-income residential units across five buildings. The park and housing redevelopment were key components of the City of Norwalk’s Choice Neighborhoods Initiative.

EPA designated this project as a Brownfields Success Story due to its positive impact on the quality of life for the neighboring community and local economy. This project is also a Brownfields Phoenix Award Winner.
