Statewide zoning ordinance templates and guidance translating Rhode Island housing legislation into clear, locally usable tools.

Over the past several years, Rhode Island has enacted a series of major housing and land use reforms that require cities and towns to make timely and often complex updates to their zoning ordinances and development regulations.

While the legislation establishes clear statewide policy direction, municipalities vary widely in staffing capacity, technical expertise, and familiarity with statutory land use requirements. Without clear guidance, communities risk inconsistent implementation, delayed compliance, or unintended regulatory conflicts.

To address this challenge, Weston & Sampson partnered with RIHousing on a three-phase, multi-year initiative to translate evolving state housing legislation into clear, practical, and locally usable zoning ordinance and regulatory templates. The project began with foundational templates responding to the initial round of legislative changes, then later expanded and evolved through subsequent phases to reflect amendments adopted in later General Assembly sessions. Each phase built upon prior work, ensuring continuity, accuracy, and alignment with legislative intent.

Across all three phases, the project produced a coordinated suite of statewide guidance materials, including plain-language legislative summaries, best-practice resources, model ordinance and regulation language, and process flow charts. These materials were designed to balance legal precision with local flexibility, allowing municipalities to adopt required provisions while tailoring implementation to local conditions.

The result is a durable, publicly accessible toolkit that supports consistent, timely compliance with state law, reduces uncertainty for local officials and applicants, and advances Rhode Island’s broader housing and land use policy goals.
