MEP Master Plan for Electrification & Resilient Campus Utilities

Weston & Sampson provided an Implementation Energy and Water Plan (IEWP) for the Massachusetts Army National Guard at Camp Edwards and Mass Minus.

These projects provided a roadmap for Army installations to enhance security, resilience, readiness, and mission assurance through integrated assessments of energy and water risks. Developed in line with Army IEWP guidance, the plan serves as a “living” tool that consolidates four planning requirements into one. The work applied Federal, DoD, Army, and Host Nation policies to selected facilities. Deliverables included a report to help MARNG identify infrastructure improvements that enhance energy and water security. Our team reviewed existing plans, data, and performance metrics; assessed mission-critical needs and risks; and developed baselines, solutions, and implementation plans. We evaluated BMPs and offered cost-justified strategies for awareness, O&M optimization, risk management, and stakeholder engagement. Our team modeled energy alternatives and analyzed projects like lighting, HVAC, and building envelope improvements, then prioritized solutions and created an implementation plan.
