Landfill Solar Array Design with Surveying & Environmental Permitting
Weston & Sampson provided design and permitting-related services to prepare plans and secure required permits and approvals to develop a 963 kW (DC) ground-mounted solar PV project on the cap of the closed landfill located in Wilbraham, Massachusetts.
The town benefits from this solar project through net metering and a Power Purchase Agreement, with electricity exported to the local grid. Our team supported the project by filing a Post Closure Use permit with the Massachusetts DEP, which included reviewing landfill conditions, regulatory status, and detailing the proposed PV system’s design and construction on the landfill cap. Additional permitting included preparing a Stormwater Notice of Intent under the Clean Water Act’s NPDES program. The team provided stamped civil and structural engineering plans for the local building permit, performed construction inspections to meet local and state requirements, and issued daily field reports. Final construction affidavits and an Engineer’s Certification Report were submitted to satisfy DEP requirements.
